Total Project cost for solar panels includes roof replacement. Does total cost qualify for federal tax credit?

I have to replace the section of the roof where the solar panels will be placed. Can I can include the cost of the roof replacement in the overall project cost and qualify for the federal 30% tax credit?

Check out tax form 5695 and the 5695 instructions. My interpretation is that roof replacement does not count towards the cost of solar installation, because there's nothing other than common sense stopping you from putting panels on an old roof. There is a separate on page 2 of the tax form for qualifying roof shingle replacement though.
